Este enfoque orientado al comportamiento seguro es diametralmente opuesto al énfasis tradicional en prevención sobre indicadores negativos como la frecuencia de accidentes, los índices de siniestralidad o los costes por pérdidas. El registro observacional cuidadoso de los comportamientos seguros relevantes provee una variable dependiente con mejores propiedades técnicas que enfatiza y ayuda al cambio positivo, y presenta mayor variabilidad y sensibilidad al desarrollo positivo de la organización. De este modo la Seguridad Basada en la Conducta estimula un enfoque proactivo e integrado de la prevención donde cada trabajador debe preocuparse por realizar el comportamiento seguro más que por evitar el fallo o el difuso e inespecífico «tener cuidado» para evitar accidentes.
